Hi. It appears that the previous owner ran the car down before he sold it, a common thing. All those problems seem to be caused by abuse. The quality of the car has nothing to do with it. 127,000km is telling me something.
It's not an "eletical short" in the car that zaps you when getting out.

I drive a 1995 Honda Accord that kept on zapping me every time I (or my passengers) would get out of the car. The simplest and cheapest fix for that is to buy a static stopper spray from a local grocery store or a store that has washing supplies (Tide, Javex, etc.) I sprayed my front seats 6 months ago and I'm happy to report that the zapping has stopped completely.
I found the short in tercel it was the stero wiring for the amp was toching the outside metal on the car at least that was my husbands terms (since he wired it) it has now stoped zaping me.
