Brown liquid leaks where the hose connects to the radiator.
Water pump not working.

A weird noise is coming from back under the car.

Your Radiator Hose leaks Brown gunge? I strongly suspect that this Vehicle is in dire need of a Coolant Flush and Service. I hardly think you are valid in trying to blame Dodge for your overheating problems when clearly routine scheduled maintenance has not been done. My 1999 Intrepid has now done 197k Miles and all I have done is changed the fluids regularly, and the belts, oil and tires and brakes.
Flush the cooling system immediately, it is the cause of your overheating.
