the problem with the steering wheel wobbling at speed could occur from the front stabilizer rubber sleeves which wear out really fast (about 5000 to 10000 miles) due to a constructional fault by Ford.
This is a major problem with the first gen Scorpio (or Granada in the UK). If you have them replaced with original Ford spare parts the problem will reoccur.
Try to find motor-sport ones, they are more solid and this should solve the problem.
High time you found yourself another mechanic guy. Those Prices are nothing short of Daylight Robbery.
The wheel wobble is caused by the large rear rubber bushes on the FRONT wishbones, change these and it should cure it if nothing else has worked.
