It isn't bull crap. Those engines can handle well over 600WHP! www.ka-t.org.
They are very easy to tune and can easily get out 400WHP on stock internals, no sweat.
He's right, you can get around 400 hp out of a 1.8 liter Integra motor with a good turbo set up. You can definitely get the same out of a better, stronger 2.4 liter Nissan motor.
