Yes, all standard Honda Civic HX's came standard with VTEC-E in them, although it doesn't really hit until about 5600 RPM. I have a 97 HX and I can get it up to around 45 in first gear, and VTEC-E will kick in and I'm just gone. It's amazing.
Mine got the VTEC-F.
